Will a very thin coat of hand trowel wall board joint compound stick? to EXTREMELY well adhered, been on 20 years wallpaper? I’m attempting to re-texture the wall to receive paint.

You should just do a test. Either way you will eventually be changing the wall. I wonder if the joint compound had some white glue in it if it would stick better. At a ratio of like 1 part glue to 12 parts jc you will still be able to sand it. I’d give it a try. I’m sure it’s not recommended but but why not try it in a test-otherwise you’ll never know.
