Frizel Asked:
High wheel garden cultivator? does it work good when the ground is hard?
Reply:
NO! It is very difficult to use even impossible in hard dirt. If your dirt is well composted or sandy, then it works very well.

To add to that also make sure that your hand is all the way over the hand grip on the handle. Not just on the edge. If you had it on the edge and the engine suddenly started you could be left with a very unpredictable and dangerous situation of a spinning starting handle
Simply go online and ask for Scots aluminum hoe and various websites that carry it should appear.
Rotovators tend to be the more powerfull of the two, some will break up virtually any type of garden surface.
Cultivators are for more lightweight soil tilling.

I agree with Jason; get a Mantis. They are not much more than the electric model you show and will perform much better and last a lot longer. If you have only a small area the Mantis should be all you need. If the area is large enough get a rear tine tiller (you can rent one to see if you can handle the effort of using it) and till the area as deeply as possible. Once the initial tilling has been done you should be able to maintain the area with the Mantis or with a full-size tiller quite easily.
Good Luck and enjoy!
I have a Pair of Weed Eater Attachments, that attach onto the ends of Weed Eater, Troy Bilt and other Units that will accept tool attachments on the end. The first is a Troy Bilt Garden Cultivator or Tiller Attachment, I don’t think it was ever used. Also have a standard String Trimmer attachment, and i’ll throw in a spool of trimmer line, asking $50.00 for them both. Steve 419-722-0048
